Canadian Provinces have made agreements that allow a person to be nominated by the Provincial Government and issued a permanent resident visa without having to meet the pass mark that is required for skilled worker immigrants. The provinces also offer different programs for business applicants.
Each province is responsible for issuing nomination certificates. To be a successful candidate you will have to demonstrate to a Province that you have skills or a business which is in high demand for that particular province. A Province will issue you a certificate, after which Citizenship and Immigration Canada will ensure that you meet all the statutory and admissibility requirements.
The requirements and procedures for the Provincial Nominee Programs differ from province to province depending upon the needs and experience.
